Taiwan Outbound Departure Statistics for December 2023 (Jan. data out March 29th.)
- In December 2023, the total number of outbound travelers reached 1,056,806, showing a growth rate of 168.68% compared to the same period in the year 2022, which had 393,338 travelers.
- For December 2023, the top destination for outbound Taiwanese travelers was Japan, followed by China, Vietnam, Korea, and Hong Kong. Compared to the same period in 2022, China experienced the highest growth rate at 1283.47%.
- The total number of outbound travelers from Taiwan from January to December of the year 2023 was 11,795,834 people, which is a growth rate of 695.50% compared to the same period in the year 2022, which had 1,482,821 people.
- In the period from January to December of the year 2023, the top destination for outbound travel from Taiwan was Japan, followed by China, and then Korea, Vietnam, and Thailand. Compared to the same period in the year 2022, Vietnam experienced the highest growth rate at 1119.00%.

In December of the year 2023, the number of incoming tourists to Taiwan reached 814,765, exhibiting a growth of 169.70% compared to the same period in the previous year (2022).

DGBAS Latest Economic Indicators for January and February 2024 (Partial data based on December 2023 figures)
- In January 2024, the number of employed persons was 11.587 million, the number of unemployed persons was 397,000, the unemployment rate was 3.31%, the seasonally adjusted unemployment rate was 3.39%, and the labor force participation rate was 59.25%. The four-week unemployment rate was 3.35%.
- In December, the average regular monthly salary for all employed individuals (including both local and foreign full-time employees, as well as some part-time employees) was NT$45,921, showing a monthly increase of 0.71% and an annual increase of 2.19%. Non-regular income, including bonuses and overtime pay, amounted to NT$11,984, bringing the total average salary to NT$57,905, reflecting a yearly increase of 0.67%. Among part-time employees, the average regular hourly wage was NT$200, with a monthly decrease of 0.50% and an annual increase of 0.50%. In the entire year of 2023, the average monthly regular salary per person was NT$45,496, with an annual increase of 2.43%. The average monthly total salary per person was NT$58,545, with an annual increase of 1.42%.

Preliminary Customs Import and Export Trade Statistics for February 2024
1. Exports
Exports in February totalled $31.43 billion, a decrease of 15.5% compared to the previous month due to the Lunar New Year, but an increase of 1.3% compared to the same month last year (5.2% increase when calculated in New Taiwan Dollars); exports from January to February totalled $68.62 billion, a 9.7% increase compared to the same period last year (12.8% increase when calculated in New Taiwan Dollars).
2. Imports
Imports in February amounted to $23.55 billion, a decrease of 32.1% compared to the previous month due to the Lunar New Year holiday and a decrease of 17.8% compared to the same month last year (14.6% decrease when calculated in New Taiwan Dollars); imports from January to February totalled $58.24 billion, a 0.7% increase compared to the same period last year (3.5% increase when calculated in New Taiwan Dollars).
3. Trade Balance
There was a trade surplus in February of $7.89 billion, an increase of $5.50 billion compared to the same month last year; the trade surplus from January to February was $10.38 billion, an increase of $5.66 billion compared to the same period last year.

According to UN World Tourism Organisation (UNWTO) and World Travel and Tourism Council (WTTC), international tourism ended 2023 at 95% of pre-pandemic levels due to the significant impacts of international travel rebound after the pandemic, which demonstrates a huge increase compared to 2022. International tourism is expected to fully recover pre-pandemic levels in 2024.

Attention Travellers to China!
Suspension of Group Tour to China Effective Immediately – No Tours Available After 1st June
Tourism Bureau, M.O.T.C.’s decision to lift ‘Group Travel Ban’ from 1st March reversed due to the changing circumstances. Tour operators will need to halt the selling of China-bound tour groups, which effectives immediately. It is to respond to China’s unopened border for any Taiwan group tourists. The Tourism Bureau ensures protection of rights for the trips departing between 1st March and 31st May, but no departures allowed after 1st June.

Thai Cabinet Approves 104 Million Baht Budget for Songkran World Water Festival 2024

Tourism Bureau, M.O.T.C. Initiates Legal Amendments, Proposing Stricter Penalties for Travel Industry Violations
The Tourism Bureau M.O.T.C. has taken action against the tour operator ‘WeLoveTravel’, penalising them with a three-month suspension and a fine of NT$810,000 as travellers who purchased their holiday products were bumped off. During a press conference today, the General Director of Tourism Bureau Chou, Yong-hui announced that the legal amendments have been initiated to propose stricter penalties for violations within the travel industry.
Chou stated that the current penalties under the Tourism Development Act are deemed insufficient and must be updated to reflect current circumstances. Specifically, penalties for infractions should be increased, potentially by 1.2 to 2 times, depending on the violation. Discussions on these amendments are underway within the Tourism Bureau’s regulatory committee, with draft proposals expected to be finalised as early as the first half of this year.
